Twelve or Six?

In the original Kamen Rider manga, there were twelve Shocker Riders. This count was honored by the S.I.C. Hero Saga story Missing Link. However, when the Shocker Riders appeared in the TV show, there was only six of them. The reboot movie Kamen Rider The Next also used this number of Shocker Riders.
