Shinnosuke Tomari
Shinnosuke was once an elite officer within the force with his partner Hayase, known for his great detective skills. He inherited his sense of justice from his father, who said police officers have the heaviest burden of all: protecting the people. Ironically, during this time, he had a problem of being too passionate with his work, often getting dangerously close to pummeling criminals to a pulp unnecessarily.
However, after accidentally injuring his partner, he turned into the very opposite of his former self due to immense guilt. He became constantly lacking of motivation and lazy, contributing to his demotion to the special investigations unit. He is seen constantly running off to laze around, and more often seen eating milk balls than actually working, with milk ball eating being a sign that Shinnosuke's brain is "stuck".

Metropolitan Police's Special Investigations Division
The Metropolitan Police's Special Investigations Division is in charge of investigating the strange happenings regarding the Roidmude and "Heaviness" within the city. This division is located inside Kuruma Driver's License Center. They are assisted by Kamen Rider Drive, but very few on the force are aware of his identity. After the Roidmudes' (Banno's) case is over, the division is finally disbanded.
- Shinnosuke Tomari : Is a young man who joined the Metropolitan Police to solve the mystery behind the death of his father Eisuke Tomari. During an event called the Global Freeze, while tracking down a terrorist organization called Neo-Shade, Shinnosuke accidentally left his squad partner Akira Hayase behind and he was critically wounded.
- Jun Honganji : Is the Chief of the Special Investigations Division. He appears to be a typical incompetent management level person who does little more than to please his superiors and does nothing more than keep tabs on everyone in his department, particularly how he tries to have trouble-free days.
- Kiriko Shijima : Is another officer in the Special Investigations Division who tries to keep up a serious exterior, doing her best to not smile while working with mechanical precision, and losing her composure whenever Shinnosuke points out that she has smiled.
- Rinna Sawagami : Is the Special Investigations Division's visiting electro-physicist and she is incharge of engineering. In her personal life, she is single, and has some anxiety about her situation, but her bright personality still brings up everyone's moods in the Special Investigations Division
- Kyu Saijo : Is the Special Investigations Division's visiting network engineer. He is the resident expert on electronics networks and often performs the information gathering for the group. He seems to be a little too interested in the occult and other topics the Special Investigations Division covers.
- Genpachiro Otta : s a lieutenant in the Metropolitan Police's First Investigation Division, the first group to be sent out to investigate crimes. He serves as a liaison between his division and the Special Investigations Division. He often dismisses the actions of the Special Investigations Division as that of an "occult club", but he is in fact quite fond of Shinnosuke, a fact he tries to hide.
- Akira Hayase : Is a retired cop who was once Shinnosuke's colleague. Six months before the start of the TV series, he and Shinnosuke are investigating a crime when the Global Freeze happens. Shinnosuke's pistol misfires, causing their patrol car's gas tank to explode, crushing him under metal bars and leaving him horribly injured.
- Mitsuhide Nira : Is the chief of the Metropolitan Police's First Investigation Division, working directly under Soichi Makage. Despite knowing Makage's true identity as the Freeze Roidmude, Nira aids him in controlling the police force while giving the Special Investigations Division grief.
- Eisuke Tomari : Is Shinnosuke's father who was a cop in the Metropolitan Police's First Investigation Division. He discovered Makage's identity as Freeze 12 years earlier and confronted him to find out the truth, being immune to Roidmude 001's memory altering abilities.
- Shinji Koba : Is a deputy officer of the Metropolitan Police Department. During the events of Kamen Rider Drive: Surprise Future, he orders the police to arrest Shinnosuke at the height of the crisis caused by Kamen Rider Dark Drive.

- Kamen Rider Drive / Shinnosuke Tomari : Is a young man who joined the Metropolitan Police to solve the mystery behind the death of his father Eisuke Tomari. During an event called the Global Freeze, while tracking down a terrorist organization called Neo-Shade.
- Mr. Belt / Kamen Rider Drive Type Tridoron : Is the name given to the Drive Driver's artificial intelligence by Shinnosuke, who serves as the navigation system for the Tridoron and is the one to summon the Shift Cars for Kamen Rider Drive. Mr. Belt was originally Krim Steinbelt, a scientist who created the system known as Core Driviars for the Shift Cars and Tridoron.
- Go Shijima / Kamen Rider Mach : Is Kiriko's younger brother. He has been living in the United States for some time as a freelance photographer, but has returned to Japan where he reveals he is another Kamen Rider.
- Chase / Kamen Rider Chaser : Is a specially created Roidmude who was originally Krim Steinbelt's aide Roidmude 000, dubbed Proto Zero, who copied the appearance of the traffic police officer Koichi Kano. During the Global Freeze, Proto Zero attempted to fight off the rampaging Roidmudes as Kamen Rider Proto Drive
- Tenjuro Banno / Kamen Rider Gold Drive : Is a scientist with a superiority complex and the main antagonist of the series. He is also father to Kiriko and Go Shijima. He was one of Krim Steinbelt's colleagues, but he secretly held a grudge against Steinbelt after the man created the Core Driviars.
- Future Kamen Rider Drive / Eiji Tomari : Is Shinnosuke and Kiriko's Future son, and in the year of 2035 he claims that Mr. Belt's AI has been destroyed by a corrupted chip Banno had secretly implanted in the belt. Before the future had become a post-apocalyptic dystopia
History
Kamen Rider Drive : Surprise Future
In the aftermath of obtaining Mr. Belt back, Shinnosuke receives a letter from Krim, telling him not to open the letter until August 8th, 2015. the two fight against a Giant Roidmude. At the same time, his son Eiji Tomari attempts to tell him not to attack the Roidmude. However, Krim goes haywire as something from his Driver is trying to control him, causing Shinnosuke to destroy the Roidmude and also severely damage the surrounding area. The two are split from each other by a Rider from the future, called "Dark Drive". Shinnosuke is unable to keep up with him due to Krim's malfunctioning and he is saved by Eiji.
Shuriken Sentai Ninninger Vs. Kamen Rider Drive : Spring Vacation Combining Special
Shinnosuke was alerted by the sudden appearance of a Heavy Acceleration. As he goes to said location in Tridoron as Drive, he witnessed the Ninningers and mistook them for the cause of the Heavy Acceleration, having arrived late while the true creator, Youkai Buruburu had already fled. After fighting the Ninningers, AkaNinger tried to reason with Drive, only to be handcuffed as the others vanished. While AkaNinger was interrogated, he temporarily vanished before returning as his civilian form, Takaharu and tried his best to convince Shinnosuke the truth by bringing him into the battle of his teammates against the Youkai.
Super Hero Taisen GP : Kamen Rider 3
Due to a timeline alteration by Shocker in 1973, Shinnosuke, Special Unit Police Force, and most of the Riders who were heroes become brainwashed villains into doing Shocker's dirty work of capturing the Rider resistance, which only leaves Blade in being captured and Kotaro Minami still being Kamen Rider BLACK and resisting Shocker's reign. Shinnosuke uses the title Shocker Rider Drive in place of Kamen Rider Drive. Yuto and Go are still the same prior to the timeline alteration, and the alteration results in the existence of Kamen Rider 3.
D-Video Special : Kamen Rider 4
The timeline is altered once again after the events of Super Hero Taisen GP, where time itself is stuck in a strange loop on April 4, 2015. Shinnosuke, after recalling previous events, attempts to fix the disruption in time along with Zeronos and Faiz though their attempts inevitably fail with Go's death followed by time resetting itself back to April 4th, 9:55AM over and over again, as Drive and the Riders fight increasing odds from Shocker. Desperate to save Go, Shinnosuke sacrifices himself in one of the time loops to ensure the safety of his friend's life at the cost of his own. Upon the fourth loop, Shinnosuke realizes the situation he was in.

Types
Kamen Rider Drive's forms are called Types. Some Shift Cars alter the suit based on a certain attribute, whereas other Shift Cars arm Drive with a certain element or weapon, by changing the Shift Tire on Drive's suit for a Tire Exchange. These two types of Shift Cars can be used in conjunction with each other, but some Shift Tires can only work with certain Types.
After turning the Advanced Ignition on the Drive Driver, Drive can perform one of two actions in each Type: Lifting the Shift Car placed within the Shift Brace between one and three times initiates either a special ability or an attack, while pressing the Igniter on the Shift Brace and lifting the Shift Car once unleashes the Type's Full Throttle finishing move.

Drive's special ability in this form is, as the name implies, speed. When he lifts the Shift Speed Car three times, Drive is able to move incredibly fast and perform high velocity attacks. He can also perform the Turbo Smash attack, where Drive makes the Type Speed Tire rotate rapidly as he drifts towards the enemy and trips them up into the air. Afterwards, he unleashes a barrage of rapid punches onto the falling target, making an image of a speedometer appear from the resulting series of punches. Alternatively, Drive can skip the tripping portion of his attack and go immediately to its punching portion.
This Type's Full Throttle finisher is the SpeeDrop, where Drive focuses power into his right leg, making it glow red as he slams into the enemy with a flying kick.
- A variation of this finisher has four spinning tires manifest to surround the enemy while Drive turns his back to the target as Tridoron races around him, focusing his power. The tires then fully close in on the target, making the target shoot forwards towards Drive, who instead jumps at Tridoron and kicks at it, making him bounce off of it and kick the target. Drive then keeps bouncing off Tridoron and kicking the target in a pinball-like manner until he comes in with the final kick, skidding to a stop.
