As hinted at by a message by Rokuro, the driving force behind the Fourze System are the bonds of friendship. Thus, not only is Gentaro the best suited to be Kamen Rider Fourze due to his ideals and bonds, but the friends he makes in creating the Kamen Rider Club enables Gentaro to bring out the true potential of Kamen Rider Fourze. After Gentaro flips the four Switches on the Fourze Driver, he pulls the lever on the side of his belt, which transforms him into Kamen Rider Fourze. Gentaro took the equipment to become Kamen Rider Fourze from Kengo after he followed Kengo. Fourze is based off a space craft and roughly the retired Space Shuttle. Gentaro tends to say "Space is Here!" when transforming into Kamen Rider Fourze and says "Let's settle this once and for all!" before battle. Similar to his predecessors, Kamen Riders Double and OOO, Fourze uses combinations with the Astroswitches and their Modules.

However, unlike the Gaia Memories and Core Medals, which need a certain combination to transform into different true forms, only a few of the Astroswitches changes Fourze into a different form (known as 'States'). Kamen Rider Fourze has shapes on his limbs where the Modules attach: Circle for the right arm, Cross for the right leg, Triangle for the left leg, and Square for the left arm. The suit itself also doubles as a spacesuit, allowing Kamen Rider Fourze to spacewalk.
It also has a hover pack, allowing Kamen Rider Fourze to hover in the air for a short distance. Mitsuaki Gamou once compared Kamen Rider Fourze's power to that of a gravitational lens, particularly on how the Kamen Rider influences both Astroswitches and Zodiarts Switches. After accepting the title of Kamen Rider, he often names his attacks with "Rider" before it. Kamen Rider Fourze's forms are called States. On his back that is kept in all of his forms is a hover pack, which he can use to either keep him afloat or extend his jumps. By pushing the Enter Lever on the Fourze Driver after switching on between one and four Astroswitches, Fourze can activate a Limit Break, whether it be a special attack or a finishing move.

- Gentaro Kisaragi / Kamen Rider Fourze : Is a second-year, later third-year, student at Amanogawa High School, who has a bad-boy image but seeks to make friends with those he meets at the school by forming the Kamen Rider Club. When he meets Kengo Utahoshi, it starts the chain of events leading to him becoming Kamen Rider Fourze.
- Kengo Utahoshi : Is a second-year and Gentaro's partner who is also very level-headed and intelligent. However, he has a strange medical condition that causes sharp pains whenever he overexerts himself. A year prior to the series' start, Kengo receives an anonymous letter along with an Astroswitch.
- Yuki Jojima : Is a second-year student and is Gentaro's childhood friend with a bright and cheerful personality who cares deeply for her friends. As a child, Yuki heard a voice from the stars which influenced her with the desire to become an astronaut. Since then, Yuki became what she refers to as a "space otaku", called a "geek" by everyone else.
- Miu Kazashiro : Is a cocky third-year, later graduate, student who comes from an upper-class family. She is also the head cheerleader and has been elected the "Queen of the School" for having won the yearly Queen Festival two years in a row putting a lot of effort and hard work into getting where she is now, and has a large number of fans
- Kaizo Jingu (JK) : Is student who has a gaudy appearance and acts as an information broker to other students, but he only trades secrets for favors. However, he is known to be a coward as he constantly flees from difficult situations. Prior to attending AGHS, JK had dreams of becoming a rock musician like his father since he was a child and formed a rock band.
- Shun Daimonji : Is a third-year, later graduate, student who is captain of the American Football team, thus treated like a king by the student body. He is a stereotypical jock whose life has been planned out by his father, raised to believe that those under him are trash and how to play them to suit his needs.
- Tomoko Nozama : Is a first-year, later second-year, goth girl who works at the Witches' Sacrifice occult store after school. Always seen with an iPad, Tomoko has a weird laugh and fixates over weird things, going so far as to delete the school's database because her bow is crooked when photos of her doing school activities were taken, "Earning" her a place in Mr. Satake's detention class.
- Ryusei Sakuta / Kamen Rider Meteor : Is a mysterious young man who transfers to AGHS in Gentaro's class. He is initially part of the Anti-Zodiarts Union and fights as Kamen Rider Meteor. He originally attended Subaruboshi High School transferring to AGHS and weaseling his way into the Kamen Rider Club in order to track down the yet to manifest Aries Zodiarts for his personal agenda.
- Chuta Ohsugi : Is the second year geography teacher, and later third year homeroom teacher, with a habit of punctuating his sentences with a snap of the suspenders he always wears. He is a middle-aged man who has bad looks and a bad personality who is disliked by many students, as it is part of his belief that teachers should not be friends with students.
- Miyoko Ohki (Miyoppe) : Is a student at Amanogawa High after 5 years after the end of the original series. She is the new (and only) member of the Space Kamen Rider Club at this time. She appears in Kamen Rider × Kamen Rider Wizard & Fourze: Movie War Ultimatum.
- Nadeshiko Misaki / Kamen Rider Nadeshiko : Is a transfer student at AGHS whom Gentaro falls in love with. However Nadeshiko was actually the SOLU, short for "Seeds Of Life from the Universe", from the meteorites which copied a human form. By seeing Gentaro transform into Kamen Rider Fourze, she copies it to make a Nadeshiko Driver.

Kamen Rider OOO : The Shogun and the 21 Core Medals Returns
While OOO and Gara are fighting, Fourze made a crash landing, which have OOO thinking that another enemy had arrived. OOO was then surprised to see that Fourze was an astronaut. Fourze introduce himself to the Rider and tell him that he will be their when one of his friends are in a pinch, which made OOO curious of his words. While fighting Gara, Fourze got a call from Yuuki that the club is about to start. Having little time left, he use the Magic Hand Switch and throw OOO to Gara, so he can finish the opponent.
Kamen Rider Fourze the Movie : Everyone, Space is Here!
In class, Gentaro is trying to make friends with his computer as Kengo, Yuki and Ryusei try to make him realize humans can't befriend machines. However this is interrupted as Ohsugi arrives to pull them out of class. On the Rabbit Hatch, the other Kamen Rider Club members have been summoned by Shizuka Shirayama who invites them to go to the OSTO Legacy. While on their way to the headquarters, the convoy had been ambushed by Black Knight and Inga Blink (while riding a motorcycle) with Gentaro transforms into Fourze and fought Black Knight.
Kamen Rider Wizard & Fourze : Movie War Ultimatum
5 years later, in Movie War Ultimatum, Gentaro has become one of the teachers in Amanogawa High School. He also became the advisor of the Space Kamen Rider Club. While trying to fix his hairstyle, Miyoko suddenly fell from her bike and Gentaro jumps from the window and grabs her in the nick of time. Miyoko thanked him for saving her with all of the students amazed at their teacher's action. During the class session, Gentaro brought a television which records his old friend, Yuki during her time at a space station.
Super Sentai × Space Sherif : Super Hero Taisen Z
Fourze appeared in Kamen Rider × Super Sentai × Space Sheriff: Super Hero Taisen Z. He joined with Kamen Riders Meteor, Decade, Super-1 and Space Sheriff Gavan Type G, as well as the Super Sentai teams Choushinsei Flashman and Tokusou Sentai Dekaranger, as the three forces of super heroes confronted Space Shocker.
Kamen Rider Wizard : The Kamen Rider Rings
Fourze appears with all the Heisei Riders from Kuuga to himself, led by Decade, in a special two-parter after the finale, The Kamen Rider Rings and Neverending Story. Fourze first appears alongside Double, summoned to the world within the Magic Stone through their Rider Rings by the alternate young Haruto, as the prime Haruto watches, to protect him and his Koyomi from the pursuing monsters, namely a trio of Dustards and a trio of Masquerade Dopants, sent by Amadum, the evil wizard who ruled that world.
Heisei Rider vs Showa Rider : Kamen Rider Taisen feat Super Sentai
Fourze participated in the fight between the Heisei Riders and Showa Riders in Zawame City, assuming Rocket States to chase and defeat Skyrider in an aerial dogfight before facing off against Kamen Rider J in Jumbo Formation. He was eventually defeated by J's Jumbo Rider Punch while trying to hit the gigantic Rider with a Rider Double Rocket Drill Kick, turning into a Fourze Lockseed which was immediately transported to the lair of the Badan Empire where it was claimed by Ambassador Darkness.

- Base States is Kamen Rider Fourze's white/default form, which can be accessed without any specific Astroswitch. By using the Rocket and Drill Modules, Fourze can perform the Rocket Drill Kick Limit Break. Later, after he accepts the title of "Kamen Rider", he renames it to include "Rider" in the name for the Rider Rocket Drill Kick. A variation of this is the Rider Rocket Drill Space Kick which is performed outside of Earth's atmosphere from transportation of the Massigler.
- When pushing the Enter Lever a second time while still under the power of the first Limit Break, Fourze can perform the Rider Rocket Drill Great Space Kick Double Limit Break, where the auras around the Rocket and Drill Modules are enlarged and allowing Fourze to bore through things his initial Limit Break couldn't do before, but it depletes the Cosmic Energy inside the Switches and needs time to fully recharge.
