Unnamed King
The King of a mysterious lost civilization in Europe who became the first Kamen Rider OOO 800 years ago. Unlike Eiji, the King was a man with a ball of desire who desired godhood. To that end, the King commissioned Gara and three other alchemists to create the Greeed for the purpose of achieving his goal to become a god through the Core Medals. However, because of his desire, the king's mind was warped by the power.
Eiji Hino
Eiji Hino is a traveling man who has no place to call home and a tragic past. When coin-based homunculi known as the Greeed awaken after their 800-year slumber to attack humans and feed off of their desires, the disembodied arm of the Greeed named Ankh gives Eiji a belt and three Medals to fight the other Greeed as Kamen Rider OOO. The mysterious Kougami Foundation approaches Eiji and begins assisting him in his fight against the Greeed, though their true motives are not clear. As Eiji fights the Greeed and their Yummy monsters, learning more of the Greeed and Ankh, he starts to find a purpose beyond his journey.

Main Characters:
- Eiji Hino : Is a young man desire to helps others while traveling. When he falls asleep during his part-time job at the museum, Eiji unwittingly becomes entangled in the chain of events that occurred after the Greeed were released and gains the ability to become Kamen Rider OOO to fight them.
- Ankh : Is the Bird Greeed, a dishonest wildcard who sees people for their flaws and is at odds with the other Greeed. Ankh also believes that he has the right to get whatever he wants and detests having to give something away. Eight centuries ago, Ankh conspired with the original OOO and battle the rest of the Greeed before being betrayed by OOO when all the other Greeed were defeated.
- Hina Izumi : Is Shingo's sister, who for some reason has superhuman strength, which she is a bit embarrassed about. She began working at the Cous Coussier restaurant as the Greeed awaken, worried for her brother's well being when she eventually learns of the incident he was in.
- Shingo Izumi : Is Hina's older brother, a police detective who is mortally wounded during the attack by the Mantis Yummy. His half dead body is then reanimated by Ankh and used as the Greeed's temporary vessel. This keeps Shingo barely alive, allowing Ankh to move about unnoticed while feeding on as many Cell Medals as possible in order to regain his complete form.
Kougami Foundation:

- Kousei Kougami : Is the eccentric president of Kougami Foundation. Well versed in the history of OOO and the Core Medals, he has anticipated the arrival of the Greeed and has amassed several Cell Medals and artifacts relating to the Greeed and OOO. He loves baking cakes, commonly birthday cakes, and has built his office over a bakery.
- Erika Satonaka : Is Kousei Kougami's personal secretary, often procuring cakes for him and seeing things from a business point of view. She also goes out of the office to run errands as instructed by Kougami, able to hold her own in a fight against a Yummy. Despite being Kougami's usual cake taster, Satonaka actually prefers spicy foods. Since Goto became the new Kamen Rider Birth
- Shintaro Goto : Is a former police officer who works for the Kougami Foundation to keep the world safe from the Greeed and eventually becomes Eiji's friend. He eventually succeeds his mentor Date, becoming the second user of the Kamen Rider Birth system.
- Akira Date : Is a young man who traveled the world before returning to Japan and being hired to become the first user of the Kamen Rider Birth system. He prefers getting his job done perfectly, rather than enjoying what he does. Eventually, Date leaves Japan to undergo a life-saving surgery, returning some time later and becoming the user of the Kamen Rider Birth Prototype.
- Kiyoto Maki : Is a scientist, one of the Kougami Foundation's finest, having devised the Medal System and placed in charge of the Kougami Biotech Laboratory. He is at odds with Kougami in just about everything, from the ideology and principles they uphold (Kougami's obsession with beginnings versus Maki's for endings), to concrete matters regarding the Medals.

- Kamen Rider Poseidon : Is a Greed-like entity formed from the Cell Medals and Core Medals within Michal's body, turning him evil 40 years into the future. As Michal, he is given three Core Medals and the Poseidon Driver which he receives from the aged Kousei Kougami in his time. He then becomes able to transform into Kamen Rider Poseidon. Kamen Rider Poseidon uses a large crimson harpoon called the Deepest Harpoon as a weapon.
- Kamen Rider Core : Being an amalgamation of the memories of all previous Riders and their battles, Core believed himself to be the most powerful Rider, and being for that matter, in existence. He sought to use the power he had to rule over the rest of the Earth. He was arrogant, calling Double and OOO losers and worms.
History
Kamen Rider × Kamen Rider Fourze & OOO : Movie War Mega Max
Eiji returns to Japan as he sees Ankh waiting for him in the airport, curious as he still holds Ankh's broken Taka Core Medal. Appearing to aid Date and Goto, he regains several of his Core Medals from Kamen Rider Poseidon, allowing him to trade blows with Poseidon until he realizes that Poseidon's host, Michal, is suffering. After meeting Michal, Eiji is able to separate the Poseidon entity from Michal. Giving advice to Michal, Michal regains the courage to assume his original form as Kamen Rider Aqua. Together, Eiji and Michal defeat Poseidon.
Kamen Rider × Super Sentai : Super Hero Taisen
During Super Hero Taisen, Eiji was attacked by the Dai-Zangyack army and is sent to the Dark Dimension. Eiji later reappears teaming up with the Gokaigers, lending them his Core Medals, which turned into Ranger keys. Joe refers to this as OOO's Grand Power. After the battle, he and Marvelous shake hands after reaffirming the friendship between the Riders and Sentai.
Kamen Rider Wizard & Fourze : Movie War Ultimatum
When Koyomi came under attack by Ghouls after all the Riders entered Yu Kamimura's Underworld, Eiji appears and fights them off. Explaining that Gentaro called for help, he explains that Riders should always do what they can to help each other out. This makes Koyomi's Please Ring glow, and within the Underworld, projections of Eiji (along with Shotaro, Philip, Ryu, and Goto) giving the kids Rider Rings. Touching the Rings on Haruto's Hand Author, a spell activates that summons Eiji and the other Riders, giving Wizard and Fourze support as they defeat the Akumaizers.
Kamen Rider Wizard : The Kamen Rider Rings
OOO appears with all the Heisei Riders from Kuuga to Fourze, led by Decade, in a special two-parter after the finale, The Kamen Rider Rings and Neverending Story. OOO first appears on his Ridevendor alongside Decade on his Machine Decader, summoned to the world within the Magic Stone through their Rider Rings by the alternate young Haruto, as the prime Haruto watches, to take him and his Koyomi back home to Antique Shop Omokagedo.
Heisei Rider vs Showa Rider : Kamen Rider Taisen feat Super Sentai
OOO joins the Heisei Riders in their war with the Showa Riders in Zawame City. At the climax, OOO is one of the surviving Riders in the battle between Heisei and Showa. He attempts to perform his Tatoba Kick on Riderman, but is defeated by his Rope Arm, transforming into his Lockseed. Gaim is soon left as the last Rider standing before Ambassador Darkness of the Badan Empire reveals himself to be Ryo Murasame (Kamen Rider ZX). Together, they restore the other Riders and all 30 Kamen Riders defeat the Badan Empire.
Super Hero Taisen GP : Kamen Rider 3
Due to the timeline alteration caused by Shocker, Eiji became one of the brainwashed Riders in that timeline, donning the name of Shocker Rider OOO. He later volunteered in a Kamen Rider Grand Prix. Later on, he aided the other Riders to combat Shocker after he, and the other Riders, were released from being brainwashed by the revived Double Riders.
Super Hero Taihen : Super Sentai Murder Mystery! You’re the Great Detective!
OOO appears in the Super Hero Taihen net movie, Super Sentai Murder Mystery! You’re the Great Detective! as one of the suspects for the murders of Shinken Pink, Gosei Pink, and Gokai Pink, as the evidence collected suggests a "Hopper"-themed rider is behind it. When it is revealed that net movie director Hiroyuki Kato was the murder culprit, OOO holds up Gokai Red's Ranger Key and Mobilate as one of several Riders and Rangers holding Super Sentai and Kamen Rider merchandise respectively, when the Go-Busters explain to the Kato that all the Riders love Super Sentai and vice versa.

Kamen Rider OOO appears in the Kamen Rider Climax Heroes game series, beginning with his own installment (Climax Heroes OOO). In his first appearance, OOO only can use the Tatoba, Gatakiriba, Latorartar, and Sagohzo Combos (as well as any Random Combo using combinations of those Medals). In Climax Heroes Fourze, he gains Shauta, Tajadol, and Putotyra Combos, with Burakawani Combo as a special stand-alone character.

- Tatoba Combo is the main combination that is always used by Kamen Rider OOO using the Taka, Tora, & Batta Core Medals. As Tatoba Combo, OOO is armed with the Tora Claw gauntlets, and can transform his legs into Batta Legs to reach enemies that are out of his reach, such as ones that can fly. This combo is also the most balanced in speed and power.
- This Combo's Scanning Charge finisher is the Tatoba Kick, where after jumping high up through the Batta Legs, OOO descends with a drop kick through the three rings that are formed, which are in the primary colors of the Taka, Tora, and Batta Medals which surround him in auras depending on the Core Medals.
- When passing through the red ring representing the Taka Medal, he is surrounded in a red veil with wings, the yellow ring representing the Tora Medal gives an aura with claws, while the green ring representing the Batta Medal gives an aura with legs.
- Like the True Tatoba Combo, the standard Tatoba also can dual-wield the Medajalibur and the Medagabryu, as seen in The Shogun and 21 Core Medals.
- Eiji transformed into the Purple-Eyed Tatoba Combo when Doctor Maki has transfered one of his purple Core Medal into Eiji's body, turning him into a mindless monster. He then made a mad dash for the OOO driver. Upon strapping it on, the signature telekinesis of the purple Medals scanned the Taka Tora and Batta Medals, transforming him into a Tatoba Combo under the influence of the Dinosaur Medals, hence the purple eyes. This form was used only once to attack Ankh for a brief period after said transformation. After that Doctor Maki transfers another purple Core Medal, cancelling Eiji's Rider transformation and forcing him to mutate into the Eiji Greeed
- After absorbing a vast amount of Cell Medals, Eiji uses the King's Core Medals which Kougami gave him to transform into a more powerful version of Tatoba Combo, variably referred to as the Ultimate Tatoba Combo and the True OOO. In this state, OOO's power has increased to the point of momentarily surpassing the purple Core Medals, allowing him to dual wield the Medajalibur and the Medagabryu, as well as defeat a complete Greeed with the Tatoba Kick. However, because Eiji absorbed the Kougami Foundation's immense store of Cell Medals while still having the Purple Cores within his body, these Medals shattered, and the True Tatoba Combo was lost.
