Institute of Super Science (ISS)

ISS is the Foundation's biology institute who created the cyborg soliders with genes of other animals.

Iwao Himuro : The head of ISS and a major player in the syndicate. He appears to be a kind gentleman, but is truly a heartless man. He is slaughtered by Shin after he guns down Ai.
Ai Asuka : Shin's girlfriend and nurse at the ISS where the experiments are held. She tells Shin of the conspiracy, only later to be killed while pregnant with Shin's child.

Shin Kazamatsuri / Cyborg Soldier Level 3 / Kamen Rider Shin : Is a professional motorcyclist who gave up his chances for fame to help his father Daimon Kazamatsuri make a positive change in the world by volunteering as a test subject for his experiment to cure diseases.
Giichi Onizuka / Cyborg Soldier Level 3 / Onizuka Rider : Is the scientist assigned to be the partner of Daimon Kazamatsuri, during what he believed to be an experiment capable of curing disease. While the true nature of the experiment was to create new super soldiers for the syndicate, Onizuka himself harbored his own hidden agenda, to create a new breed of warrior.
http://q.gs/DzFtO / Cyborg Soldier Level 2 : He is actually a Level 2 cyborg, an outdated cyborg model armed with a bladed claw for the right hand strong enough to tear through concrete. He is decapitated by Shin before his head opens up to reveal a bomb and self-destructs.

Shiin Kazamatsuri : Also named Kamen Rider Shin, is the son of Shin Kazamatsuri and Ai Asuka in the Japanese tokusatsu movie Shin Kamen Rider: Prologue. His Rider form only appeared in the Kamen Rider Shin SIC Hero Saga.

Categorized as "Cyborg Soldier Level 3" by the Syndicate, and colloquially dubbed the "Masked Rider" by both the Syndicate and the CIA, Shin transforms into a heavily mutated, insect-like humanoid with enhanced strength and regenerative abilities.A point of contention with Shin's abilities is how much of his body is recognized as lethal to the touch, with varying levels of consistency.
His appearance in the Fourze Net Movies has Tomoko stating that his whole body is a deadly weapon, with Gentaro in Base States writhing in severe pain from a simple handshake. Yet when encountering Ai for the first time in his mutated form in the film, he is able to embrace her in a comforting hug with no harm afflicting her. Whether or not this means Shin is able to control how lethal he is on contact, or if it was simply played for laughs, is up for debate.
