Hibiki (Past)
A quiet man named Hibiki, after blaming himself for Takeshi's death, he gave up being an Oni. While training with Takeshi, a landslide had fall on him. Hibiki uses his Oni form to bring him out but no avail as Takeshi died. Bringing his dead body to his little brother, Asumu, the boy angrily blames him for his death resulting Hibiki to quit his duty as an Oni. After realizing that Kabuki tries to reunite the Oni, Hibiki refuses though he sends Todoroki to join them. While on his way to the town, he witness the Oni fighting each other due to misunderstandings. After he broke the fight, he and Asumu discovered that it was schemed by Kabuki all along in order to destroy the Oni. The group of Oni then break up and head their own ways, but before doing so,

Hitoshi Hidaka
He is one of the most seasoned Oni currently in service. It is not known exactly when he began his training, but it is said that Hibiki became an Oni training alone and has surpassed all former Oni by being the first to wield the Armed Saber. Hibiki has a strong sense of ethics and believes constantly training oneself to keep up their strength. Throughout the series he is seen training by himself and with other Oni. He is seen as somewhat of a teacher by other Oni, even though Hibiki sees himself as just another fighter in the war against the Makamou.
Asumu Adachi
Asumu Adachi is the main character of Kamen Rider Hibiki. For a long time, he was called "boy" by Hibiki, as he was his apprentice. By the end of the season, Hibiki called him by his real name. Asumu met Hibiki on the way to the memorial service at Yakushima Island before his high school entrance exam. Asumu met Hibiki on a cruise ship to Yakushima Island where he saved a young boy from falling off the ship. On the island, they meet once again before parting ways. Asumu later left his family and traveled by car into the mountains for sightseeing, only to be attacked by Tsuchigumo.
TAKESHI Secret Organization

- Ichiro Tachibana : The Current Head Official of TAKESHI's Higashitsukuba branch. A cheerful man who sends the Oni out on their missions and gives them thoughtful advice before they go into battle.
- Kasumi Tachibana : Ichirou's elder daughter and Hinaka's sister. She's interested in Ibuki.
- Hinaka Tachibana : is the younger of the Tachibana sisters. Her cheerful demeanor makes up for her lack of intelligence like her older sister.
- Midori Takizawa : is responsible for creating the sound weapons for the Oni and the Disc Animals. She is an old friend of Hibiki, who have been friends since childhood and joined Takeshi.
- Kōnosuke Kogure : is the Head of Takeshi's Weapon Design section and Midori Takizawa's mentor, a former Oni who is said to have defeated twenty Makamou single-handedly. He is also a singer in his spare time.
Hibiki Riders:

- Iori Izumi / Kamen Rider Ibuki : He solely goes by the name Ibuki and had abandoned his human name Iori Izumi upon becoming an Oni. He is a 21 year old member of the head family of the Oni that run Takeshi at Yoshino. Of the core three Onis, Ibuki is the youngest; he is also the youngest Oni in Kanto. Being born into the head family meant that his life would always revolve around being an Oni and battling Makamou, a fact that Ibuki never had a problem with.
- Tomizo Todayama / Kamen Rider Todoroki : He is the last Oni to join the main cast of the show. Despite that he is the second oldest Oni of the core three at 26, he is still very much a novice. A green Oni, both in color and appearance, he is still learning how the world around him works. Having only just become an independent Oni during his introduction, he sticks close to Hibiki and Ibuki and looks to them for guidance.
- Zaomaru Zaitsuhara / Kamen Rider Zanki : Is the oldest of the four main Oni in the series. Being the seasoned vet, even Hibiki saw him as a superior, even though Hibiki had once trained Zanki in the use of Taiko-type Ongeki. Zanki was first mentioned in episode 5, after defeating the Douji of a Bakegani, Todoroki and himself were forced to retreat after being attacked suddenly by the Bakegani itself. During their first on screen battle during episode 14.
- Daisuke Danda / Kamen Rider Danki : Which was abandoned upon becoming an Oni. Danki was first introduced rescuing a camper from a Yamabiko and its parents. During his fight, the Midaredouji appeared and began attacking the Douji/Hime and feasting on them much to his shock as Yamabiko was easily killed by the monster. Later, he is seen in civilian form reporting to Takeshi Headquarters talking on the phone. Afterwards, he and Shouki volunteered to test Konosuke Kogure's Armed Saber.
- Sakae Saeki / Kamen Rider Sabaki : Is currently the oldest active Kamen Rider Oni in Japan. He is defeated often, but this can be attributed to his old age. Sabaki was the former mentor of Kamen Rider Banki, who is now independent, and currently, he has no student. He has a supporter named Ishiwari. He is both an active trumpet and taiko user.
- Eiki / Kamen Rider Eiki : Is 22 years old and has been an Oni for 3 years. He has no supporter nor does he have any students or partners. Eiki is assigned to guard mountains of Japan. He is only seen in episodes 28 and 29 during the Yoroi Tsuchigumo incident.
- Shuki / Kamen Rider Shuki : Is a former Oni Kamen Rider. Though she is actually in her eighties, Shuki used her power to assume a form that resembles herself in her early 30's. She is also one of the few Oni to use the Firebird shikigami, an ancient technique no longer used by present day Oni.
- Gouki / Kamen Rider Gouki :
- Toki / Kamen Rider Toki : Is a 33 year old Oni who has been a Kamen Rider since he was 18. He is married and has one son.
- Banki / Kamen Rider Banki : Is an Oni who was formerly apprenticed to Sabaki.
- Akira Amami / Transformed Akira : She is Ibuki's apprentice. Her parents were killed by Makamou and only chose to become an Oni in her quest for revenge. She was briefly taken as an apprentice by Shuki due to their similarities but her temporary master had no qualms about sacrificing her to kill the Notsugo.
- Kyosuke Kiriya / Transformed Kyosuke : Is Hibiki's newest student, who is training to become an Oni alongside Asumu. In the finale, Kyosuke briefly transformed into what was called Transformed Kyousuke by the Hibiki production crew.

Kamen Rider Hibiki Hyper Battle DVD
Hibiki appears in flashback while the Disks Animal are giving Asumu the knowledges about how to become an Oni. Hibiki is told as an Oni who can controls fire, he believes in himself and never gives up.
Kamen Rider Decade : All Riders vs. Dai-Shocker
Hibiki appears with all the Heisei and Showa Riders in the final battle to helped Decade fought against the Dai-Shocker. He is seen beating some monsters near V3. He was part of the All Riders Kick used to destroy Shadowmoon and Dai-Shocker's castle.
Kamen Rider Decade
Hitoshi as Kamen Rider Hibiki is one of the nine Heisei Riders who joined Wataru Kurenai to battle against Tsukasa after he told him that to defeat all nine Heisei Riders was supposed to be his true goal.
OOO, Den-O, All Riders : Let's Go Kamen Riders
Hibiki appears alongside the other Heisei era Riders, fighting against the parents of Bakegani those allied themselves with Shocker and other Kamen Rider villains from the 40 years of the franchise.
Kamen Rider × Super Sentai : Super Hero Taisen
Hibiki is first seen to be defeated by Gokai Red along with G3, Accel, Zolda, and Knight. Later, he tagged along with Magirangers (5-persons) and delivers Ongekibou Rekka as the finisher to his enemies.
Kamen Rider Wizard
Hibiki appears with all the Heisei Riders from Kuuga to Fourze, led by Decade, in a special two-parter after the finale, The Kamen Rider Rings and Neverending Story.
Heisei Rider vs. Showa Rider: Kamen Rider Taisen feat Super Sentai
Despite the fact that it was not shown in the movie itself, Hibiki was killed by a Showa Rider and was turned into a lockseed. Hibiki later appeared when Gaim and ZX released all of the Kamen Riders from their lockseeds.
Kamen Rider × Super Sentai × Space Sheriff : Super Hero Taisen Z
Hibiki appears in Super Hero Taisen Z alongside with Kamen Rider Amazon, Liveman and Gingaman. They fought the Space Shocker together.
Super Hero Taisen GP : Kamen Rider 3
Due to the timeline alteration caused by Shocker, Hibiki became one of the brainwashed Riders in that timeline, donning the name of Shocker Rider Hibiki. Later on, he aided the other Riders to combat Shocker after he, and the other Riders, were released from being brainwashed by the revived Double Riders.

- In this form, Hibiki is a purple demon. This is his basic form and the easiest form for him to reach. To become this form, Hibiki simply needs to tap his tuning fork against a solid surface, the vibrations from the fork causing his body to be engulfed in a fiery purple aura.
- Hibiki also gains a second "oni face" which is a crest that forms on his forehead. Unlike most Kamen Riders, Hibiki does not wear a suit, rather his demon form is his true form.

- Hibiki's second form, also known as Hibiki Kurenai was reached during the summer of training. It is exactly the same in appearance as his original form save for the fact that it is red instead of purple. Hibiki learned that he would be able to go beyond his basic form during the summer.
- At first he was unable to reach this form completely, only able to transform his arms when under attack. This greatly drained him and caused him to begin tougher training.
- After an attack by a group of Summer Makamou, Hibiki finally reached this form mid-battle. His body froze as red fumes raised up from the ground and caused his body to change. In this form, Hibiki's powers are all nearly doubled from that of his basic form. He can easily defeat many different types of Makamou with a single strike in this form.

- The third and final form Hibiki was able to reach is known as Armed Hibiki. Unlike Kurenai Form that simply changes colors, the armor equipments here are much greater.
- To reach this form, Hibiki must use the Armed Saber, also serving as a weapon in this form. When initiating the call "Hibiki Sōkō!" then hits the button on the bottom of the Armed Saber, Hibiki automatically assumes Kurenai Form, then is wreathed in fire.
- Hibiki calls upon the power of the Disc Animals to fuse with him, each becoming armor for his form. Finally, his oni face is covered with a samurai like shield and his horns expand. Hibiki is able to destroy most lower-leveled Makamou with little to no effort in this form.

- Just like the original Kamen Rider Hibiki, the current incarnation simply needs to tap his Onkaku against a solid surface, the vibrations from the fork causing his body to be engulfed in a fiery purple aura and assume his Oni form. Using his Ongekiko Kaentsuzumi buckle in conjunction with his Ongekibou Rekka drumsticks, Hibiki can execute his Ongekida attacks.
- Notably, in one of his final appearances in the World of Rider War, he calls out 'Henshin' while transforming alongside Wataru, making him the only World of Hibiki rider to ever do so.
